The Plenary of the Brazilian Supreme Court upheld the preliminary injunction that suspended the effectiveness of Provisional Measure 954/2020, which allowed the Brazilian Institute of Geography and Statistics (IBGE) to access personal data of clients of fixed line and mobile telephone operators. Ten out of eleven justices of the highest court in the country understood that the provisions of PM 954/2020 were disproportional and unreasonable, as the normative act was not clear on how the data collected would be used, as well as on the technical and administrative measures to be adopted in order to protect the personal information from unauthorized access and leaks.
